I'm not even sure ROM cartridges are limited. Technology advancements during a system's life can be used to make larger carts. Think of the Atari 2600; it was originally limited to 2 or 4 kilobyte games, but by 1990 bank switching let developers create 32 & 64k games. I don't think the PS1 will...
