I don't see it as an issue; I can see how the average game might be a B- or B, in the 70-80 percent range. I think there are minimum standards that publishers have nowadays, and game design is a subject that is taught in colleges; so most companies can make a "alright-to-good, generic game"...

I really like Neo-Contra, especially the cut scenes. It's had horrible reviews across the board with one exception, that being the one on this site.
