Trying to remember a PC game my Dad used to play

In the early/mid 2000's, I remember my Dad used to play a PC game that I liked. Now I'm trying to remember the name of it (and hopefully get a copy of my own), but no matter how hard I look, I can't seem to find it.
Here's what I do know:
*It was an overhead free-roaming space shooter where you would complete certain objectives and return via wormhole.
*It was made somewhere around the early 2000's.
*Upon starting one of the levels, (level 2, I think), the narrator would say "The [proac?] Nebula. A bad place to live, and the worst place to die."
