Yoko Cartridge Copier for Atari 2600 games

Here is something unusual - a 1983 Dutch made Cartridge Copier for Atari 2600 games. It copies a 4K game to an EPROM cartridge, which could hold 2 4k games but you could not erase it again.

You can actually buy one from Atari2600.com. They even have the EPROM cartridges.

This might seem like a silly question, but why did this not take off?
