Because it has a save feature that lets you save your time attack high scores, and it also lets you save the unlockable Mirror Tracks compared to the US version. For people that want to learn more about this version check out these links!: https://tcrf.net/Virtua_Racing_Deluxe and http://rq87.flyingomelette.com/RQ/R/32X/VRD/1.html.
But keep in note the cartridge is region locked so you may need a converter to get it to wok on US 32X systems FYI? https://segaretro.org/Sega_32X_cartridges
This is something that critic/other Virtua Racing fans may want to consider importing and checking out as it is the best home version outside of the Arcade version!
Virtua Racing Deluxe for Sega 32X version Japanese release is better then the US version!

Yes the European version didn't get the battery back up either. Which is annoying as the game is a fun time attack game, but if it doesn't save there is not much point.
By the way the Japanese version won't work through the EverDrive either so it would have to be a hardware mod to play it.
