Less Lag than original?

We're always talking about how emulators introduce a certain amount of lag, but here's an article that talks about how new emulation could have less lag than the original game!

Would accomplishments in reduced lag emulation be considered cheating because of the change from the original console?

Of course, but this is probably intended for the 98% of players who just want to have fun with a game.
