This is a hard game to rate. It's basically a loving homage to the old school, providing a parody of dozens of games from Grand Theft Auto to Frogger to Paperboy to Metal Gear. The characters are tiny and pixelated, and the sound effects have that NES electronic sound. The action moves at breakneck speed.
While the humor is good, and it's fun to recognize all the references, the game itself is not particularly fun. The mini-games in particular are not fun to play for score. This really feels like a novelty item. Hard to rate.
Anybody else tried it?

Re: Retro City Rampage DX (PS4)
I played the games on my Nintendo 3DS. I sort of agree with you. I really like how the game looks and sounds and the references to classic games are a joy. But I too feel is wasn't as much fun to play as I hoped...
