It's an Xbox Live Arcade title by Eric Chahi. You know, the guy that made the original Out of This World.
Anyways, it's Populous all grown up. You take an overworld perspective and help your tribe grow to reach doors to other worlds (levels). You'll be able to manipulate lava, water, and dirt to mold your islands. So far I've completed the main story and am currently working my way through the challenges.
The challenges give you a set time limit to do something before all hell breaks lose. I loved the game itself but these challenges are killing me.
