3G/4G dongles?

3G/4G dongles?
My office has changed their wireless routers so that my personal laptop can't connect to it anymore. I'm thinking about buying one of those 3G/4G dongles for it, but I want to make sure I understand what they do first. If I plug one of these into my computer, will it let me connect to the internet without a router the same way my phone does?

Is tethering your laptop to your phone an option in this case? That’s what I usually do because my phone’s LTE speeds are just as fast, if not faster than any dongle and this way I don’t have to pay for anything extra.

I already pay over $100 for my phone plan (also paying off the new phone) every month, and tethering and making it a hotspot would add another $20 a month to it.

Don’t the dongles also require you to pay for a data plan though?

I guess I assumed that knowledge was assumed in the question asked by the original post. No internet is free, after all.
