Good selection of games that I would not think of getting. You do not have two of the Silent Hill games on the PSP. There is a terrible one called Shattered Memories. I really wanted it but it was wii only, then I got it and found out why it was wii only. It gives you a test at the end of each level and is was like Eh?
Apart from that a good list. Interesting and rather enjoyable. You could have the two Doom games on the gba in the list as well. Plus Dark Arena which was a gba game.

Just looking through my GBA carts, and a few came up as possibles for this list:

There is a Van Helsing movie tie-in game, but I don't own it. Sounds like it could be a good Halloween game.

Monster Force - uses the classic Dracula, Wolfman, Frankenstein trio (and its even by Universal Interactive). Its an overhead Gauntlet kind of game. This is what reminded me to go into my GBA collection for Halloween games, cause this is right up there with Nightmare before Christmas. Its got evil pumpkins, spooky settings, even flickery b&w scenes.

Doom - Supposedly it uses the engine used for early console ports of Doom. Its Doom on the GBA, so it is what it says on the tin.

Danny Phantom - based on a cartoon, the main character is, well, a phantom, fighting ghosts in a beat'em up.

Rampage (a double cart with Paperboy because PQR is alphabetical, I guess) - we all know Rampage, but we sometimes forget these are classic Halloween monsters meets kaiju with city wide destruction. Of course this is a cheap version of the game, but its still basically Rampage.

And finally, Resident Evil 2 for the GBA - okay, its not a real game, just a tech demo that, for some reason, I actually have on a cartridge. A nice blood red cartridge at that. Its pretty awful, actually. Yet, Halloween is full of awful movies, awful songs, awful candy no one will eat outside of October, so why not celebrate some awful video games with the holiday too.

And a few Game Boy games to toss into the mix:

Kid Dracula - You can even turn into a kid-headed bat, and that's creepy

Castlevania II - Belmont's Revenge

Gargoyles Quest - a sort of Ghosts n Goblins spin off, its got a lot of Halloween atmosphere

Silent Hill: Origins, which the Critic reviewed for the PS2, was actually first released for the PSP. I don't know if he'd want to add it to this list or not. Either way, it's a very solid game - it has the same spirit as the older games while adding a couple of interesting mechanics (switching between worlds and the use of environmental objects in combat). It's not quite on the level of the original games story-wise (you have a bland main character and he doesn't have much reason to stick around) and it does feel a bit like a fan-fic in the way it tries to fill in the blanks, but it scratches the same itch competently enough.
I personally think Shattered Memories is the best Silent Hill game since the original trilogy, with the caveat I haven't played the Silent Hill 4 yet. It's exactly the drastic change the series needed after Homecoming, a game that a lot of people like but which feels like a pale imitation to me.
