If I'm not mistaken, I think I have Scramble on my Harmony cart, so the ROM might be available on the Atari Age forums.

I downloaded the bin file, but I'd prefer to play the actual cartridge when I can. Especially if it has a nice instruction manual.

I believe everything you say is true, but I am reviewing these games based on how fun they are to play in 2018. I can't go back in time.
Super Cobra hasn't age well and was never highly regarded to begin with.
Still, I'm happy for the people who still play and enjoy the game. Bad games need love too!

You are comparing apples to oranges:

Super Cobra is an 8-bit game written in machine language while Super Cobra Arcade is a written in 32-bit high level C code that is "easier to program in" and "runs on a modern processor that sets up the graphics and runs the gameloop".

To a programmer, Super Cobra is a true classic Atari game and a tremendous programming achievement as well as great fun to play - imo it should get an A and Super Cobra Arcade should be compared with other 32-bit games, that would be more fair.
