I was repairing an Arcade Tempest PCB that I had purchased off eBay, when I discovered some of my IC's were horribly filthy.  After a little research I came across Micron Polishing paper, from 3M.  It comes in several grades, and is designed to restore metalic substrates without damaging them.  It works like a charm, though it is not very cheap.  There is an online distributor that sells it by the sheet at Precision Surfaces International.  www.psidragon.com  , the 2Micron sheets work great on the brass connectors on any cartridge, followed by an alcohol-dampened Q-Tip to clean any residue away.  Try it, it's an unbeatable formula for restoring your would-be "ruined" cartridges.
