GPD WIN / GPD WIN 2

There's a brand of small handheld Intel Windows/Linux PC with a built-in controller called the GPD WIN, which has the size and form-factor of a 3DS. Mainly the first iteration was used for emulators. They're coming out with a new iteration in a few days (creatively called GPD WIN 2) that can supposedly handle some recent-ish games on low resolution like GTA5, Doom 4, Skyrim, Street Fighter 4/5, and so on.

Has anybody else heard of this thing or even own one? I'm thinking of picking one up for intercontinental plane flights, to go along with my Switch. (BTW, this is kind of a lame sub question about Steam and PC gaming, but can I play ANY of that stuff without a persistent internet connection on Steam?)
