Did they ever tell us what that elevator glitch was in Double Dragon on the NES?

I have been playing the original Double Dragon on the NES for as long as I can remember.... and I have been running over to the little pair of parallel columns at the end of the first stage for some quick fun (or maybe to get stuck) for as long as I can remember.  I remember hearing once that an elevator was supposed to come down on those and release a couple more enemies, but a programming glitch just leaves them empty.  That is probably some kind of gaming urban legend or something, but it makes me wonder why those things are there, and why the character can actually interact with them, as if they almost had a purpose.  Anybody know?
