Has anyone heard of this?

I've been looking around Ebay for various systems that I don't have yet and while looking for Neo Geo AES systems, I noticed a few that said that they have a universal chip (or something to that effect) in them. They claim in the auctions that these chips give you the option to play games in various different languages. My question is, who knows anything about these? Are they beneficial to the system, or are they something that someone carelessly threw in there without concern of what it would do to the system. Are they even legal? I would love to have one of these. It would take a lot of the guess work out of buying a Neo Geo. Because usually, I can't ever find an american system. I even saw one one time that the guy put NTSC-NA in the auction title and then in the description called it a Japanese system. I felt sad because it got my hopes up. But if this magical chip is legit, then I won't have to worry about any of that.
