Given these sort of numbers and the fact that it tended to be Nintendo's most loyal fans that bought a Wii U (And thus, likely to be early adapters for the Switch), I think this one will have its job cut out for it to make it to a million.
Given that we now know that BotW will be both physical and digital on WiiU, I think it has much more chances of outselling all the previous three installments of the series. The WiiU user base may be small but it's been one of the most active this generation when it comes to buying games, especially first party. Even "unusual" IPs sold incredibly well given the small audience - Splatoon sold 5 million copies, and recently Pokken Tournament sold nearly as much as Street Fighter V across all platforms. Plus, both WWHD and TPHD were remasters of games most people played already, therefore the "low" sales.
Twilight Princess was a much better deal to get on Wii, because for $300 you could get the console + Wii Sports + TP, and the console was backwards compatible, so many people could sell off their GameCube and upgrade to the new machine. With the Switch, you're going to need to fork out $360, which is a lot just to play ONE game. TP on GameCube was also released approx. one month after the Wii version, which probably contributed to most people not wanting to wait and go for the new system. Most WiiU owners who can't get a Switch because of bad distribution, will also be getting it for WiiU just to play it at launch I guess. I believe BotW on WiiU is going to sell very well considering the conditions. It's not going to outsell the Switch version obviously, but I wouldn't be surprised if it sold in the 2 million range...
