The "get blue spheres" bonus stage is back, and I have no idea why. They suck! Why not bring back the half-pipe run instead.

I have the exact opposite opinion, as I found the half-pipe in Sonic 2 way too difficult.

This game is so bad that, the first time I played it (through a rental service,) I thought it was a bootleg. In fact, I still was convinced the game was unofficial until not too long ago.

Despite being a huge Sega fan, most of my experience comes from the Master System; I didn't own a Genesis until much later, and most of the games I played were rentals. So far, this has only happened to me with Atari 2600 games; the most extreme example is probably Space Jockey. I used to play if for hours when I was a kid, nowadays... I even think the Critic's D- rating was too kind to it.
