I agree, Azure Dreams is pretty bad. I found Time Stalkers alright, though...
I'd say Mystic Quest on SNES is one of the worst RPGs, I get it's meant as an introduction to the genre, but the "story" is dull, the gameplay almost put me to sleep, can't believe it's from Squaresoft.

Worst RPG Game of All Time
Maybe not the worst but Dungeon Lords was a huge dissapointment. It was produced by David Bradley (Wizadry, Cybermage) and turned out to be a horrible game, with lots of flaws and bugs.
Another one is Gothic 3. The first two games were awesome, than they released the third game in a completely unfinished state, lots of bugs, flaws, mistakes and it became obvious that the world was just too huge. It's a bad game every a ton of patches done by the community.
And maybe not the worst but ccetainly the most overrated ever: Final Fantasy 7. Boring game, never understood why so many people go so crazy over this boring, filled with pussy characters, linear pseudo-rpg...
