Why Hasn't Modern Warfare 2 Hit Greatest/Platinum Hits Status Yet?
And lastly, meeting a certain sales number just means your title is ellgible for programs like Sony's Greatest Hits line. You could have the best selling product ever a console like the Playstation 3 and never have it enter such a program. And even then, they don't seem particularly choosey (Namco Museum 50th Anniversay Edition actually launched as a Greatest Hits release for the PS2, for instance).
That's because the game has already been released as simply "Namco Museum" and told a ton of copies on the PS2. The same thing happened with the release of Virtua Fighter 4 Evolution. VF4 had already Hit greatest hits status. So they released VF4: Evolution as a GH since it was just a minor tweaked upgrade from the original. They couldn't release it for full price, most people probably would have passed on it.

I'm sure you're not too far off on their rationale for doing it.

But they actually were two very different products from two different developers. The original was all ports, where as the Digital Eclipse product was emulation based. And most of all, the 50th Anniversary release had a significantly expanded game lineup and only had 5 or 6 of the coinops from the first game that made an encore appearance.

It wasn't a rerelease with a slightly changed name. But it doesn't matter either way, I was just using it to help demonstrate to you that there isn't very much set in stone with a program like Sony's Greatest Hits line.

That's why Call of Duty Modern Warfare 2 isn't included just because it met some general sales milestone to qualify.
