Somebody tipped me off to this years ago, but I only recently snagged a copy from B&C Electronics:

This game basically pioneered all the elements of the Grand Theft Auto series. It's a 2D driving game that lets you freely drive around an open world, snagging cash and eluding police. Though blocky, the scenery is actually well rendered and interesting. I'm actually quite astonished at how well this plays. I think I'd prefer to play this over a modern GTA game.

"Blocky" is definitely the right word. The game was originally released in 1982, but even then, 800 games usually had better graphics than the 2600.
Of course, regardless of how it looks, I'm sure that it plays well.

Yeah, but that isn't the most representative screenshot. There's a lot more variety in the scenery. Also, playing it on an old-fashioned TV makes the edges look a lot less harsh.
