If you like HP Lovecraft, you'll probably enjoy the game just for the story. Just don't expect to be blown away by the game itself.

I had never heard of this game, but browsing around the web the review looks pretty consistent with others. Looks like there's been some trouble swirling around this one:

Yes, that's why it took me so long to play this even though I was interested from the start. Frogwares delisted it because they thought their publisher wasn't giving them their due. Whatever happened, it must have been worked out because I found it on the PS Store a couple months ago — and for a huge discount, too!
Physical copies are still almost impossible to find, though. I wouldn't be surprised if this became a collector's item someday.

https://frogwares.com/how-nacon-cracked-and-pirated-the-sinking-city/
The above URL points to the reason why this game is broken. It is a shame as the game has so much potential. Also, it has potential to be a series that goes on and on. Though whoever is at fault at the end of the day that is the series done. Not a smart move on Nacon's part.
Basically all the versions out there just now are pirated. According the the people who developed the game.
I have it on disc bought it a couple of months after it came out. I have a map with it as well. It was a day one edition.

Here is Nacons brief statement. I think it is like in an Agatha Christie novel where they say the plot thickens.

That just takes me to the game's steam page. I'm not seeing any statement from Nacon.

Between yesterday and today they have removed their statement. That is odd but they said they gave 10 million euros to Frogwares and did not get a finished game. Which is odd as bar the bugs it seems to be the finished article. Also, they said that Frogwares tried to change the terms of the agreement after release of the software.

That explains it quite well.
Though it is worth bearing in mind that Frogwares also had a similar dispute with Focus interactive. Saying that they had stolen their IP with the Sherlock Holmes games. If you have not played them, they are good but a bit clunky..
