Halloween Game Recommendations
I don't know how you feel about Repo carts but you might consider picking up the original Clock Tower for the SNES. Damn, I love that game (I've cleared about half the endings) and it totally fits the Halloween mood.

Halloween Game Recommendations
Since you have a PS4 you should download and play the P.T. demo, aka the demo for the upcoming Silent Hill game from Hideo Kojima and filmmaker Guillermo del Toro. According to what I've read it's a short standalone game, rather than a true demo, and it only takes between 60 and 90 minutes to play. A number of people whose opinions I trust have been raving about it and how scary it is.
Bayonetta 2 comes out the Wii U on October 24th: if Devil May Cry is a Halloween game, then the Bayonetta games qualify (come on, Dave, she's a witch!) Other than that, there are a few downloadable games: Outlast for both the PS4 and Xbox One and Lone Survivor for both the PS3 and Wii U. The Binding of Isaac certainly fits the Halloween spirit, but it doesn't come out on the PS3 or PS4 until early November. I don't have anything else for the consoles, so I'm just going to copy/paste what I wrote last year for the other recommendations:
Deadly Premonition (Twin Peaks: The Game with a dash of RE4)
Bloodrayne: Betrayal (looks and plays like 2d mix of Devil May Cry and Castlevania)
Skullgirls (MvC2-style fighting game with horror trappings)
Killer7 (weird, nightmarish, hard to describe, plays like a cross between an adventure game and a rail-shooter)

King of Demons for Super Famicon. Haven't played it, but it looks awesome.
Unrelated recommendation: The Magical Quest series with Mickey Mouse. Just because.

Halloween Game Recommendations
I've been playing Vampire Nights, which is basically House of the Dead for the PS2.
I didn't really make the connection until recently when I noticed the SEGA logo.
Great game but wish it had branching paths to keep things fresh.
