If anyone keeps up with Nintendo-based news, Nintendo of America has decided not to publish Devil's Third in America. This apparently is due to very real quality concerns, as it does not seem to be a very polished game and needs a lot of work, so is understandable.

If anyone doesn't know what this game is, it's basically a self funded game by Tomonobu Itagaki, who created the Dead or Alive series and revitalized the Ninja Gaiden franchise with Ninja Gaiden 1 & 2 on the Xbox brand and other various platforms ported later.
Iroically enough, Nintendo DID publish amore polished version of Ninja Gaiden 3 on Wii U, which was created without Itagaki. And it's quality? When it was released on 360/PS3 it garnered a 58% Metacritic and 'improved' to 69% on Wii U. Apparently Nintendo of America had no issue publishing this, however.
Other odd decisions include not bringing Xenoblade on Wii to America until years later as a Gamestop retail exclusive, after the notorious fan campaign 'Operation Rainfall.' Why is this odd? Because this year, the same exact game was debuted as the only launch title with the New Nintendo 3DS platform, and is still the only game exclusive to this system's features. Also the sequel is being positioned as a major holiday title in December. The original on a much more popular, better selling platform wasn't thought of enough to be released until years after other regions and only available to ONE retail outlet? But now, it was positioned as a launch title for an upgraded platform - as well as the sequel as a major holiday title?
The same could be said with the way Fire Emblem was positioned. It took Nintendo it's SEVENTH title of the series to bring the franchise to North America or Europe, and the first console version came a good 4 years into the life of the Gamecube when it was basically abandoned.
To be fair, this may not be all of NOA's doing - because much light was shed on how NCL in Japan treated it's American counterparts with Unseen 64's column on Project Hammer:

Nintendo Software Technology was basically treated badly over this game and gutted, yet was still handled the Mario vs. Donkey Kong franchise, which there's been six iterations of, if anyone notices or cares.
To me it seems a lot of talking out of both sides of the mouth for Nintendo. They're hypocritical with the way they decide what is deserving of their marketing attention depending on what moment in time it is for the company.

Captain Rainbow not being released in America strikes me as a very odd decision indeed.

Not familiar with that game, but I'm sure at some point it will be deemed an appropriate franchise like all the others and they'll bring it over eventually.
