The answer is Phoenix. Time Pilot came out a couple of years later.

Oh man! That article brought back some terrific Viewtiful Joe memories. I can well remember having to learn the nuances of how to beat a boss after multiple tries just to get a single hit in, and then even knowing the secrets required a near perfect execution plan.
And that was on easy mode! On harder modes, it just got more and more difficult!

I barely played past the first level of that game. I couldn't even beat the first boss on normal, and even on easy it was pretty hard. I'm pretty good at 2d games, but the difficulty in that was too much for me.
