I never actually heard anyone say that you could do it, but I used to try.  I don't think it's possible.

No one ever believes me when I say this, but I actually did jump over the flagpole once in SMB, without a Game Genie or any other tricks.  It was on Level 3-3, which ends with a "see-saw" type platform that you can raise right before the flag.

As somone said, the castle just goes on and on after the flagpole until time runs out. 

I just watched a video of it on YouTube.  Do a search of "mario flagpole" and there are a few of them.
