Have they done a 3d/2d Sonic platformer, like the new kid mega man for the psp. If they haven't do you think one would work?

Sonic Rivals for the PSP, sort of. It's horrible, stay away.

Sonic is in 3d in Sonic Rush for DS. And the boss battles are in 3d as well. It's worth getting if you like old Sonic games.
