I'm talking about powerslide boosting. You can indeed do it in Mario Kart DS, but not in Mario Kart 64. In Double Dash it is done by starting a power slide, then pushing the joystick in the direction opposite you powerslide, letting it center again, then repeating so there is blue under your kart, at which point when you release it boosts you. In Mario Kart DS it is about the same but you go in the opposite direction of the powerslide then to the same side (rather than just letting go), and it is red under the kart when you have the boost. I'm fairly sure that powerslide boosts aren't in Mario Kart 64.
