Bandanna Dee from Kirby Super Star Ultra. There's a bonus game called Revenge of the King that's a continuation of Spring Breeze where it's just hard mode, but one added boss is just a Waddle Dee with a bandanna. No, there's no catch, it's just a boss that's as powerful as a standard waddle dee.

Captain LeChuck. Just need some magic rootbeer or a voodoo doll and I'm all good.

Also, any single one of the glukkons from Oddworld, if its just 1v1. Look like literal push overs.

Realistically -

A Goomba from Mario would be terrifying. Never mind about a boss.

Best be equipped with some cyanide capsules or a suicide vest, if the tough does not want to get going there is at least a quick and easy option.
