I think it's that he has the comedic delivery of a children's TV host. He speaks just a little too slowly, and everything is straightforward and spelled out explicitly, not trusting the audience to make even basic inferences. For example, at 15:42, he could have just said, "Speaking of hot air..." and immediately cut to the next set of clips, but he instead lays out the comparison in a hammy pair of lines that finishes well after the viewer has gotten the joke. On top of that, his exaggerated anger is undercut by his measured pace, feeling awkward and forced. This approach, this fear that the viewer might not be able to keep up, gives the video an inauthentic, patronizing character. The video is informative, but I agree that the persona is grating.
