Nope, no need for bugs or poe souls to win the game. They are both optional quests.

Not sure what they do... something I'm sure I'll tackle in a future playthrough (and yes, this is one of the few 40+ hour games that I'll gladly play again).

They are side quests, similar to the Golden Skulltulas side quest in OoT.  You do not have to complete them.

Getting all of the bugs will net you a giant wallet, and getting all of the poes will get unlimited rupees (but you have to visit castle town to refill). It is definitely worth it to get 20 poes, so you get a bottle, and I went for the bugs as well. They aren't too hard to find if you check for guides on the internet, and you'll want the bigger wallet for the new armor. If you're not going to do the quest to get the new armor (it increases your defense but uses rupees while you wear it) then there isn't much reason to go after the bugs, either.
