I imagine the PS3 cost more in Europe in part because it is more difficult to distribute them there, and likely Europe/South America/Australia aren't as big of markets as the U.S., so they end up paying more per unit. Japan is the homeland, so they get cheaper prices, I imagine it's just easier to get them on the shelfs there, plus Sony and Nintendo no doubt compete harder on their home soil.
I can't imagine that Wii and Xbox are not more expensive in Europe as well, would be interesting to see the % comparison, but I don't care enough to check it out.
I don't think anyone is getting screwed, if they don't feel its worth the money, they have a host of other options. If it is an inferior product in comparison to the US version, a guy should do his research, I don't just lay down $600 - $800 without knowing what I am geting. Who are we to question the Sony accountants, they gotta eat too.
