Which system?
Keep these in mind:
* most important, I doubt I could afford over $300.
* I do NOT have a plasma or high-def TV.
* I like old school and short fun games the best.
Given that, I'm leaning toward a Wii (if I ever SEE one!), but maybe I'm wrong. Oh, or maybe a PSP instead?

Well, Alienblue, I recommend you get a Wii, because you seem to love your DS, and it seems Nintendo is going for the same type of games on Wii. Of course, what would you expect me to recommend? The PSP does have a pretty good amount of 2d collections, but not too many pick-up and play games aside from that. As for finding a Wii, according to ign somone from Gamestop said the shortage should end soon.

Well, it depends on what you are looking for in terms of console vs. handheld. The PSP has a lot of compilations of old arcade titles now. That might suit you. On the other hand, the Wii has a lot of short minigames too, they just aren't arcade compilations yet. But if you get online with the Wii, you can eventually buy old short games on classic consoles for download. Getting back to the Wii minigame-compilations, WarioWare is a blast on the Wii, as is Trauma Center. Excite Truck is also great. If you are going to get a Wii, I'd concentrate on games that realize good use of the controller, like those I just mentioned. If you are going to get a PSP, concentrate on the arcade gaming compilations.

The PSP is actually a system that I think you would really enjoy. It has plenty of 2D stuff and it has some simple 3D games you might enjoy too. Here is what I would recommend for the PSP.
Wipeout Pure
Ridge Racer
Lumines (great puzzle game)
LocoRoco
Gradius Collection
Ultimate Ghosts n Goblins
MegaMan Powered up (remake of the orginal game)
MegaMan Mavrick Hunter X (remake of the first megaman x game)
Metal Slug Anthology (also available on PS2 and the Wii)
Exit
WTF: Work Time Fun (a sort of Warioware ripoff)
Capcom Collection Remixed
Infected

So, if you saved up for a 360 and had highspeed internet - dial up won't cut it - you're going to have the option to play an unlimited amount of demos and trial versions of games for FREE!!!. Yes, you heard that right for free. So, I guess the only point on this is that unless you've got broadband I'd hold off on getting either the Wii or the 360 at the moment.

Oh, and another thing in the Wii's favor is that it has Gamecube backwards compatibility too. Admittedly you'd have to buy a controller for it (which you wouldn't have to do for a Gamecube) and a memory card (which you would have to do for a Gamecube anyway). That opens up the Gamecube library of games to you.
