The cover art definitely looks like a rip off of Wind Waker, but the game's screen shots look like a standard platformer -- nothing like a Zelda game.

Looks like they're trying to rip off Wand of Gamelon!

The worst Zelda ripoff by far was a game from Wisdom Tree called Spiritual Warfare.  It was developed for the NES and the similarities are unsettling between that and the first Zelda.
