There was a SNES game...

That combined beat em up action and fighting games.

It also had a VS mode that took place in a ring.

Does anyone remember the name?

I haven't played the SNES version, but the original Double Dragon for the NES was very similiar to your description. Could be the SNES game in the series.

Sounds like Combatribes to me. It has a Doouble Dragon style beat-em-up mode, and a vs mode as well (1P vs 2P, and 1P vs COM).
