I'm guessing that this is a requirement from the console manufacturer.

Remember back when the cartridges told the story, since we didn't have FMVs? Then of course, there were the enemy descriptions inside the manuals. I always liked looking at the pictures of all the Sonic enemies.

Of course, with all the FMVs manuals aren't really too necessary for storytelling, and in-game tutorials usually clarify controls and enemies. The only time I look to the manual for controls is with sports games. I like the manuals that still try to be interesting. Manuals to funny games, like Raving Rabbids and Psychonauts, are my favorites.

But in the old days of glossy, detailed instructions they didn't have the internet. Maybe they expect you to visit gamefaqs if you want information on how to play a game.
