I don't know why some of these games would require constant updates, but I don't really think the PS3 system updates suck. In fact, the last update I downloaded actually added anti-aliasing and 1080p-upgrading functionality for PS1 and PS2 games. This has made the games look SO much better on my HDTV.
I am slowly being sold on the idea of system updates, though I still have some of the same concerns I had before. Once the system falls out of favor and the updates are no longer available on any server, will that make the PS3 games that can't download an update unplayable? Will the ability to update a game after release become a motivation for developers to release games with known bugs under the guise that they will repair them in the future? Will systems themselves become unplayable in the future due to a lack of updates?

I think updates have their place, but their alarming frequency on the PS3 makes me believe the PS3 operating system was pretty shoddy when first released.
I also think Sony's upgrade mechanism is terrible. Yesterday I noticed that The Darkness required an upgrade for my Xbox 360 (for the first time I can remember). It simply advised me about the update, I hit the confirm button, and it took about 3 seconds to install before starting the game. With the PS3, it's a really tedious, intrusive process. Why? I suspect it has something to do with Sony's fear of piracy. We've all heard stories about how Sony has screwed CD and DVD customers in the past with their half-assed protection schemes, so it seems plausible.

Not me. As a Wii owner, I'd tell them to buy nothing and keep feeding their Xbox, Gamecube, or PS2 on stuff they missed before. I'd tell them the 360 has a great library that will make the system a wise choice, once they start to work. But I'd also tell them the "once they start to work" thing is very important. No good buying a 360 until there is something done there quality control wise. The other two systems don't have enough out right now to justify a purchase.

Being one of the only other PS3 owners on this site I feel like I have to make a comment. Your intial post is a TAD bit exagerated. I have owned a PS3 since January and I have installed about 6 updates. These are OPTIONAL...I have yet to play a game that forces you to update before you can play. Right now there is a system update and everytime I play MLB: The Show it asks me to update. I decline and I play my game. Also the amount of time spent installing these updates varies. I've had some that literally took 1 min and other take 15. It depends on what they are adding. If these system updates didn't do anything I would be annoyed, but most of the time they make the system better. For example, when I first bought my PS3 you couldn't prevent a game from autoloading. If a disc was in the PS3 it would skip the little navigational screen and head right into the game. People complained about this and Sony fixed it in a system update. Another recent update allowed PS1, PS2 and regular DVDs to upscale into higher resolutions. This was a fantastic update. It makes watching DVDs on the PS3 a must since it makes the picture much better. I also now play all my old PS1 and PS2 games on my PS3. So while these updates can be annoying (why do they make you plug the controller into the system with the USB cable?) they do serve a purpose...to make the system better as time go on. When I first bought the Wii there was a quite a few system updates, but if you don't have WiiConnect24 hooked up you wouldn't ever know about them. They took a few minutes to install, but most were alot shorter than PS3 updates (probably due to size of the updates). These updates suck, but they do add features and enhance the systems, so I don't really see a problem with them. No, because the Dreamcast wasn't successful while the N64 was. And odds are that the PS3 will be a success. There are enough die-hard sony fans to keep it alive, and some people might want the blu-ray player. Sure, there's no way that it'll be as successful as the PS2, but it'll still survive the generation.

Another thing about the Dreamcast is that people were really blown away by the system and the games early on. I don't see anything like that with the PS3.

My Wii has updated a couple times (most recently when I first played Super Paper Mario) and I'm not connected to the internet, so clearly the game updates can be made independent of an internet connection.

You can only do that with some of the Wii games because the latest update was included with the disc. That isn't happening with every game, and CAN'T happen with games that are fixed after the fact through an update, which was the point I was getting at.
