Goldeneye won't ever appear, MS would never support Nintendo's Virtual Console service and they don't even hold the James Bond license.
If it ever does see release, it would surely be as a, Xbox Live Arcade title (which would suit it better anyways thanks to the traditional controller and the possibility of Xbox Live play).

I don't think the controller would be an issue, considering the classic controller AND the GC controller are usable with the Wii. It didn't stop them from releasing Star Fox 64.

I really doubt it will come to either. Rare getting permission to release anything Bond related is the hardest variable to overcome.

I'm sure they could work out a deal financially if they wanted to with MGM. EA's exclusive James Bond rights are ending in a couple months and Activision has a non exclusive agreement that takes effect afterwards. It's just a matter of Microsoft paying whatever MGM would require and if the project was financially viable after licensing the franchise.
Nintendo apparantly doesn't own anything involved with this game, so its release for the Nintendo Wii is far less likely than a Xbox 360 release (Micosoft owns Rare and this game).

Those are add-on controllers that don't come with the system. Every Xbox 360 sold has a controller perfectly suited to this game.
