I don't see how you can fault a game for sticking to what made it popular. Thats what all popular franchises do. Halo 3 isn't going to be that much different from Halo 2. Super Smash Bros Brawl isn't going to be that much different from Melee. If you are going to hold one game to a higher standard you have to make the same argument for most of the heavy hitters in the industry. Industry folk hardly take risks and they certainly don't deviate from success.
And I do. It's just that the whole gameplay engine/control scheme feel dated. People rode on Capcom for not updating the controls in Resident Evil games back in the PS1/Dreamcast days; I'm just mystified as to how no one says the same thing about the MGS series.
Taking things from other games is also common practice in the industry as well. CliffyB confessed in a press conference that Gears of War was supposed to be a FPS...until he played Resident Evil 4. Then he decided to take the cover system from Kill.Switch to help make the game play differently.
True, but the over the shoulder in MGS4 just feels slapped on, and doesn't seem very stealthy. In RE4, the whole point of the over the shoulder and limited movement was to build suspense as the villigars slowly walked up to attack your face with a pitchfork. MGS isn't about that.
I think Metal Gear will offer enough new gameplay elements to satisfy hardcore fans, while changing it enough to make it feel fresh.

Well, maybe RE4 spoiled me, but that's just not good enough anymore. That assessment just doesn't work for a game heralded as being so innovative. And judging from the gameplay vid, fresh is one of the last adjectives I would use to describe the gameplay.
