That branch of Activision closed down (same one that makes Guitar Hero etc), they had a third one in the works based on Hong Kong, I think they may have handed the rights to it to another company though. I didn't like NYC because it tried too hard to be all mature and stuff. LA was awesome though.

I know the story behind Sleeping Dogs, and that game was always intended to be an original IP, the True Crime name got tacked on late in development.  It would've been awesome to see a True Crime game set in Chicago, but it looks like Watchdogs will fill in the gap pretty nicely.
