Beats of Rage?

While perusing through some ebay listings I noticed a series of compilations called Beats of Rage for the Sega Dreamcast. Does anybody know what these are exactly?

Sounds a little like Mugen. Isn't this the engine that was used to create the unofficial Dreamcast Double Dragon port?

So Beats of Rage is a Streets of Rage fan made series that fans made for Sega Dreamcast and other consoles. I'm pretty sure these games take assets from other games and put them into a beat'm up. Not sure on the quality of these games but I did an ebay search and I'm pretty sure the person selling these, took an empty jewel case, printed out a cover (and maybe a back) and then burned the game from their computer onto a blank disc.

Beats of Rage games are generally more professional looking and playing than MUGEN, simply because of how simple the genre is, and how few sprites are needed to create anything new...at least by comparison to a Street Fighter 2 clone. The Final Fight/TMNT style beat-em ups can even rival a true arcade experience if the designer understands anything about game balance and giving it all a decent flow to help with the genre's repetition. Or at least understands the importance of just giving the impact of your fists and weapons against your enemies a satisfying feel. (Warning to other 80's kids: The guy who made the visually impressive animated He-Man and She-Ra game is not one of them.)

With all that said, it's a surprisingly flexible engine. At one point, someone even made a Thunderforce IV quality shmup on it, just to prove it could be done.
